The adoption of changing priorities is essential for the creation of a secure and flexible employment framework in the public service. The parties recognized the importance of ensuring that employees can be deployed in a reactive manner to support government priorities. In recognition of mobility principles, the VPS agreement introduced a new mobility payment (similar to an annual bonus). This shall be paid to all staff members, whether or not they are actually affected by changes or mobility requirements, and shall be carried out each year on 1 July of each year from 1 July 2020. In accordance with Article 28, employers must also consult the PCSU to develop action plans for equality between women and men, in accordance with the Law 2020 on Equality between Women and Men (Vic).
